May 11, 2020 Board of Education Meeting Minutes

USD #225 Board of Education Meeting

May 11, 2020, 7:00 P.M.  

Board in person – Visitors via Zoom

 

 

Call to order:  T.J. Milford, Board President, called the meeting to order at 7:07 p.m.  Pledge of Allegiance was recited and Jamie Boese led in prayer.

Members present: Fred Boyd, Ed Rarden, Kimberly Copenhaver, Cathy Heinz, Tom Huelskamp, Jamie Boese, and TJ Milford were present. Others present were Jeff Bollinger, Superintendent, Corri McDowell, Principal, and Erica Rarden, Board Clerk.

Recognition of Visitors/Communication: Emily Dizmang, Kim McLachlan, Jenny Faurot, and Debbie Wise (Via Zoom)

Addendum to Agenda: Add KASB and Negotiations to the agenda. Copenhaver moved, seconded by Huelskamp. Motion carried 7-0.

Approve Consent Agenda: Boyd moved, seconded by Copenhaver to approve the Consent Agenda.  Motion carried 7-0.

REPORTS        Principal & Superintendent:  Mrs. McDowell, gave a joint report.

                        Graduation planned for June 6, 2020 @ 10:00am with an 8th grade/12th grade parade at 11:00am

                        Hope to serve lunch in person beginning June 1, 2020

                        Hope to have a July summer school.

                        Shifting School Culture awards given to both GS & HS buildings.

                        Economic Development, T.J. Milford, representative, report given 

                        No meeting last month. Next meeting is tomorrow morning.

                        Special Education, Kimberly Copenhaver, representative, report given  

                        No meeting last month  

                        SKI-CAN, T.J. Milford, gave his report.

                        No updates. Waiting to hear about grant.

                        KASB, T.J. Milford, gave his report.

An email from Sue Givens, KASB, requested dates to establish a date for board and new superintendent to meet for a Goals and Expectations Session. Potential dates June 15, June 22 or June 29 at 6:00pm.

 

DISCUSSION

COVID-19 extra pay for kitchen and janitorial staff: Rarden moved, seconded by Huelskamp to provide a one-time COVID-19 extra pay to front line employees in the following amount:

Lisa Rosebeary and Tammy Smith: $500. 00

Wayne Behring, Bryan Branstine, Yolanda Perez, and Gillian McNemer: $250.00

Motion carried 7-0

Post-Secondary-Individual Education Fund: Boese moved, seconded by Heinz to approve the Post-Secondary – Individual Education Fund at $1,500.00 per student. Motion carried 7-0.

 

Negotiated Agreement: Copenhaver moved, seconded by Milford to approve the Teacher Negotiated Agreement for the 2020-2021 School year. Motion carried 7-0.

 

Board Member Resignation: Jaime Boese announced her resignation as a board member effective the end of tonight’s meeting.

Copenhaver moved, seconded by Milford to accept the resignation of Boese as a BOE member. Motion carried 5-1 (Heinz)

 

 

PERSONNEL

 

Resignation: Milford moved, seconded by Rarden to accept the resignation of Taylor Bollinger at the end of the 2019-2020 school year. Motion carried 7-0.

 

Social Studies Teacher: Boese moved, seconded by Huelskamp to accept the principal’s recommendation to hire Quentin Rucker as the JH/HS Social Studies teacher for the 2020-2021 school year. Motion carried 7-0.

 

Activities Director: Boese moved, seconded by Copenhaver to have Corri McDowell and Jennifer Faurot act as co-AD’s, splitting the stipend in half equally, for the 2020-2021 school year. Motion carried 6-1 (Boyd)

 

EXECUTIVE SESSION

Milford moved, seconded by Copenhaver to go into executive session for 20 minutes, board only, to discuss the exception for employer-employee negotiations under KOMA. This session is required to protect the privacy interests of the individual(s) to be discussed. Motion carried 7-0. 8:22 p.m.

Copenhaver moved, seconded by Milford to go into executive session for 10 minutes. Motion carried 7-0. 8:42 p.m.

Copenhaver moved, seconded by Heinz to go into executive session for 15 minutes, board only, to discuss non-elected personnel exception under KOMA. Motion carried 7-0. 8:57 p.m.

Heinz moved, seconded by Copenhaver to go into executive session for 15 minutes, board only. Motion carried 7-0. 9:13 p.m.

Corri McDowell entered executive session at 9:25 p.m.

Milford moved, seconded by Heinz to go into executive session for 10 minutes, board and McDowell. Motion carried 7-0. 9:28 p.m.

Milford moved, seconded by Heinz to go into executive session for 10 minutes, board only. Motion carried 7-0. 9:39 p.m.

Adjournment:  A motion was made by Boese, seconded by Rarden to adjourn the meeting.  Motion carried 7-0.  Time: 9:57 p.m.
